Authorities in Osaka have finally refused to call for a public referendum on whether or not to allow proposals for an integrated resort (IR) in the city. The request for a referendum was made by the Liberal Democratic Party (LDP), but 58 of the 83-seat council voted against the draft ordinance.
Osaka City Council and Osaka Prefecture are now due to vote on the prefecture’s draft District Development Plan, which includes an integrated resort, at their regular meetings which will run until late March.
Osaka’s draft plan to open a casino resort in the metropolis has set a target opening date of fall or winter 2029. The Osaka government plans to submit its proposal to the national government in April.
The prefecture’s operator partner, the MGM-Orix consortium has proposed to invest US$9.1bn in the planned IR proposed for an artificial island, named Dream Island, in Osaka Bay. According to the plan, the city will need to assume approximately US$692m for soil improvement measures, including site purification and soil liquefaction control measures.

Bills that would reform land-based gambling in Singapore and establish a new regulator have passed their first readings in the country’s parliament on February 14.
Under the Gambling Regulatory Authority of Singapore Act 2022, Singapore’s Casino Regulatory Authority would be renamed the Gambling Regulatory Authority of Singapore.
It would consist of up to 17 members, all of whom would be appointed by Singapore’s Minister of Home Affairs. Each can hold their position for up to 3 years.
If passed this bill would also amend the 2006 Casino Control Act by altering the definitions of “authorised person” and “authority” among a number of smaller amendments.
The Authority would have the right to distribute, renew and revoke licences. It would also have the right to issue fines in the instance of criminal conduct that violates the Gambling Control Act 2022.
Both bills will have a second reading following the conclusion of Singapore’s full year 2021-2022 Estimates of Expenditure proceedings, which concern the country’s budget. If passed, this bill is set to be enforced from mid-2022.

The Ministry of Culture, Tourism and Civil Aviation in Nepal has cancelled the operating licenses of two casinos for failing to pay their royalties.
As per news reports, the two casinos, Yak & Yeti Hotel in Kathmandu and Dreamland Hotel in Nepalgunj, have been ordered to shut down after ignoring the government’s request to pay royalties.
The Yak & Yeti Hotel, which has operated a casino since 1992, has also seen its five-star classification revoked with the ministry having written to the Office of the Prime Minister, the Council of Ministers and the Ministry of Home Affairs to assist in implementing its decision.
Minister for Culture, Tourism and Civil Aviation, Prem Bahadur Ale, said: “In the records … the company is yet to pay arrears up to fiscal year 2020/21, renewal fees for the FY2021/22 and royalty fees worth Rs 420 million (US$3.5 million). The casino operating license and hotel level classification certificate have been revoked as per the law.”
Dreamland Hotel has seen its license revoked for defaulting on royalties totaling Rs 3.8 million (US$31,500) after also ignoring repeated written requests.
